Building permits for single-family houses rose 5.7 percent in March to 405,000 compared with February’s rate of 534,000, but declined 13.3 percent compared with March 2010’s estimate of 685,000 permits, according to a joint announcement by the U.S. Census Bureau and the HUD.

Housing starts on single-family homes increased 7.7 percent compared with February.
